To prohibit Department of Defense contracts with certain foreign-owned online tutoring services.
1.
Short title
This Act may be cited as the Turning Untrusted Tutoring Origins Away from Resources Act of 2025 or the TUTOR Act of 2025 .
2.
Prohibition on Department of Defense contracts with certain foreign-owned online tutoring services
Section 854 of the Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025 ( Public Law 118–159 ; 10 U.S.C. 4651 note prec.) is amended—
(1)
by striking The Secretary and inserting (a)
In general.— The Secretary ;
(2)
by striking the People’s Republic of China and inserting a country of concern ; and
(3)
by adding at the end the following new subsection:
(b)
Country of concern defined
In this section, the term country of concern means any of the following:
(1)
China.
(2)
Russia.
(3)
Iran.
(4)
North Korea.
