R. 2926 IN THE HOUSE OF REPRESENTATIVES April 17, 2025 Mr. Carter of Georgia introduced the following bill; which was referred to the Committee on Energy and Commerce , and in addition to the Committees on Armed Services , Foreign Affairs , and Intelligence (Permanent Select) , for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned A BILLTo establish the National Energy Dominance Council, and for other purposes.1.Short titleThis Act may be cited as the National Energy Dominance Council Act of 2025 .2.National Energy Dominance Council(a)In generalSubtitle A of title XIV of the Energy Policy Act of 2005 ( 42 U.S.C. 16491 et seq. ) is amended by adding at the end the following:1408.National Energy Dominance Council(a)EstablishmentThere is hereby established within the Executive Office of the President the National Energy Dominance Council (in this section referred to as the Council ), as such Council is described in Executive Order 14213 (90 Fed. Reg. 9945; relating to establishing the National Energy Dominance Council).(b)MembersThe Council shall consist of—(1)the Secretary of the Interior, who shall serve as the Chair;(2)the Secretary of Energy, who shall serve as the Vice Chair;(3)the Administrator of the Environmental Protection Agency;(4)the Assistant to the President for Domestic Policy;(5)the Assistant to the President for Economic Policy;(6)the Assistant to the President for National Security Affairs;(7)the Attorney General;(8)the Chairman of the Council of Economic Advisers;(9)the Chairman of the Council on Environmental Quality;(10)the Director of the Office of Management and Budget;(11)the Director of the Office of Science and Technology Policy;(12)the Secretary of Agriculture;(13)the Secretary of Commerce;(14)the Secretary of Defense;(15)the Secretary of State;(16)the Secretary of Transportation;(17)the Secretary of the Treasury;(18)the United States Trade Representative;(19)the White House Deputy Chief of Staff for Policy; and(20)the heads of any other executive departments or agencies as the President may, from time to time, designate.(c)DutiesThe Council shall—(1)advise the President on how to—(A)exercise the authority of the President to produce more energy to make the United States energy dominant;(B)improve the processes for the permitting, production, generation, distribution, regulation, transportation, and export of all forms of energy in the United States, including critical minerals;(C)facilitate cooperation between the Federal Government and domestic, private-sector energy partners, and assist the President in such facilitation; and(D)facilitate consistency in energy production policies included in the strategy developed under paragraph (2);(2)provide to the President a recommended strategy, to be known as the National Energy Dominance Strategy, to produce more energy that includes long-range goals for achieving energy dominance by—(A)cutting red tape;(B)seeking to eliminate longstanding, but unnecessary, regulation;(C)enhancing private-sector investments across all sectors of the energy-producing economy; and(D)focusing on innovation; and(3)not later than 100 days after the date of enactment of this section, and thereafter as the Chair determines to be appropriate—(A)provide to the President a review of markets most critical to power homes, cars, and factories in the United States with reliable, abundant, and affordable energy;(B)consult with officials from State, local, and Tribal governments and with individuals from the private sector to solicit feedback on how best to expand all forms of energy production;(C)advise the President regarding the actions each agency can take under existing authorities to prioritize the policy objective of increasing energy production, such as—(i)rapidly and significantly increasing electricity capacity;(ii)bringing Small Modular Nuclear Reactors online;(iii)facilitating the reopening of closed power plants; and(iv)rapidly facilitating approvals for energy infrastructure, including the construction of natural gas pipelines to, or in, New England, California, Alaska, and other areas of the country underserved by American natural gas;(D)advise the President regarding incentives to attract and retain private-sector investments in energy production;(E)advise the President on identifying and ending practices that raise the cost of energy; and(F)recommend to the President a plan to raise awareness in the United States about matters related to energy dominance, such as—(i)the urgency of reliable energy;(ii)the jobs supported by the energy sector;(iii)any improvements in technology achieved through reliable energy sources;(iv)any regulatory constraints that drive up the cost to consumers of reliable energy; and(v)any national security concerns related to the removal of reliable and affordable energy sources.(d)CoordinationIn carrying out the duties under subsection (c)(1) and (2), the Council shall, when appropriate, coordinate with the Assistant to the President for Domestic Policy, the Assistant to the President for Economic Policy, and the Assistant to the President for National Security Affairs. The functions of the Council shall report to the White House Chief of Staff.(e)MeetingsThe Chair shall convene and preside over meetings of the Council, in consultation with the White House Chief of Staff. In the absence of the Chair, the Vice Chair shall preside over such meetings.(f)Administration(1)StaffThe Council shall have such staff and other assistance as may be necessary to carry out the duties of the Council.(2)Agency cooperation(A)RequestsThe Chair or, at the direction of the Chair, the Vice Chair may request from any agency information, advice, or assistance related to a policy that affects energy dominance.(B)CooperationAn agency under subparagraph (A) shall cooperate with any reasonable request of the Chair or Vice Chair under such subparagraph..(b)Table of contents amendmentThe table of contents for the Energy Policy Act of 2005 ( 42 U.S.C. 15801 note et seq.) is amended by inserting after the item relating to section 1407 the following:Sec. 1408. National Energy Dominance Council..3.Representation on National Security CouncilSection 101(c)(1) of the National Security Act of 1947 ( 50 U.S.C. 3021(c)(1) ) is amended by inserting the Secretary of the Interior, after Secretary of Energy, .
