R. 887 IN THE HOUSE OF REPRESENTATIVES January 31, 2025 Mr. Ryan (for himself, Mr. Lawler , and Mr. Gottheimer ) introduced the following bill; which was referred to the Committee on Education and Workforce A BILLTo direct the Comptroller General of the United States to conduct a study on grocery costs to United States consumers, and for other purposes.1.Short titleThis Act may be cited as the Lower Grocery Prices Act .2.GAO study on grocery costs to U.S. consumers(a)StudyThe Comptroller General of the United States shall conduct a study on the changes in the Consumer Price Index for food at home for the 20-year period ending on the date of the enactment of this Act, including such other relevant economic metrics as may be necessary to assess the impact of food at home costs on United States consumers.(b)ReportNot later than 180 days after the date of the enactment of this Act, the Comptroller General of the United States shall submit a report to the appropriate committees of Congress that contains—(1)the Comptroller General’s findings from the study conducted under subsection (a); and(2)the Comptroller General’s recommendations to help lower food at home costs for United States consumers.(c)Appropriate committees of Congress definedIn this Act, the term appropriate committees of Congress means the following committees:(1)The Committee on Energy and Commerce of the House of Representatives.(2)The Committee on Financial Services of the House of Representatives.(3)The Committee on Finance of the Senate.

Lower Grocery Prices Act
This bill requires the Government Accountability Office to submit a report to Congress on changes in the Consumer Price Index for food at home over the past 20 years. The report must also include recommendations to help lower food at home costs for U.S. consumers.
