15 Subject: Human services; Human Services Board; fair hearing proceedings
16 Statement of purpose of bill as introduced: This bill proposes to require that
17 the Human Services Board implement transparent, user-friendly fair hearing
18 proceedings, including:
19(1) allowing an aggrieved applicant an opportunity to speak for a
20 reasonable period of time without interruption from the hearing officer or
21 attorney for the agency; and

1(2) requiring the hearing officer and attorney for the agency to speak in
2 plain language and refrain from use of legalese.
