To provide technical and financial assistance for groundwater recharge, aquifer storage, and water source substitution projects.

Assistance for groundwater recharge, aquifer storage, and water source substitution projects
Section 40910 of the Infrastructure Investment and Jobs Act ( Public Law 117–58 ) is amended by adding at the end the following:
(g)
Transfer Authority
Of the unobligated balances of amounts made available under section 40901, there may be made available to the Secretary $3,000,000 for each of fiscal years 2026 through 2031 to carry out subsection (a).

This bill modifies the Infrastructure Investment and Jobs Act to allow unobligated balances of amounts made available to the Bureau of Reclamation for western water infrastructure to be made available to Reclamation for FY2026-2031 to provide financial or technical assistance for (1) groundwater recharge projects, (2) aquifer storage and recovery projects, or (3) water source substitution for aquifer protection projects.
