To amend title XVIII of the Social Security Act to eliminate the payment reduction for certain multiple therapy services under the Medicare program.
1. Short title
This Act may be cited as the “Removing Excessive Cuts to Outpatient and Vital Essential Rehabilitation Act of 2026” or the “RECOVER Act of 2026”.
2. Eliminating the payment reduction for certain multiple therapy services under the Medicare program
(a) Physician fee schedule
Section 1848(b)(7) of the Social Security Act (42 U.S.C. 1395w–4(b)(7)) is amended, in the second sentence, by inserting “(or, in the case of such services furnished on or after January 1, 2027, 0 percent)” after “50 percent”.
(b) Outpatient therapy services and comprehensive outpatient rehabilitation services
Section 1834(k)(7) of the Social Security Act (42 U.S.C. 1395m(k)(7)) is amended by inserting “(or, in the case of such services furnished on or after January 1, 2027, 0 percent)” after “50 percent”.
